These sealed boxes were used by HERC as a secure way of storing their operatives' equipment, ensuring they didn't fall into the wrong hands. They were left behind with the operatives when the organization abandoned the Dead Zone, and can be found scattered throughout the various streets and buildings of the city.
They are far too strong and durable to open by brute force, so any survivor that manages to obtain one must also obtain and use one of HERC's special keycards to unlock it. These keycards erase themselves after one use and only work with certain series of supply boxes for security reasons.
HERC gives its operatives only the best equipment, so any survivor that manages to unseal one is guaranteed to get something useful for survival.

HERC Supply Boxes can be scavenged during missions and contain one item from a predetermined set, depending on the type and series of the Supply Box. The received item is randomly selected from the predetermined set, and will usually be the same level as the Supply Box. There is also a chance of obtaining a random Very Rare or Premium item instead.
However, all Supply Boxes are also locked, and can only be unlocked by certain types of keycards available from The Store or from completing certain tasks. Unlocking a supply box will consume the keycard used, and the needed keycard type depends on the type of Supply Box. If a Supply Box can be unlocked using multiple keycard types, the lowest level type available will be used.
Each Supply Box has a pair of numbers, with the first one (ranging from 01 to 06) indicating its type (determining its level and the keycards required to unlock it), while the second one indicates its series. A series of Supply Boxes is only available until the subsequent series is released. Once that occurs, the previous series can no longer be scavenged during missions in the Dead Zone, and only the new series can.
